What do i need to manage a corporate site?

Dear Users,

I got a request to build and manage a corporate (governmental institute) site. I have been managing my sites for a few years already. This was just some free time activity in my life, but i learned a lot, like programming php and managing linux servers, a lot of stuff on an intermediate level. Still, there are quite a few questions i have before i start this all, please answer them. Only answer the questions, or write some advices that are important and you learned from your experience. I don't need any kind of offtopic or 'funny' guys in here.

  1. I don't want to reinvent the wheel. I would like to use wordpress as a cms, with a little modification to simplify the management to a level even a monkey could use it. What i would love to know: can i use wordpress on a non-profit governmental site? Where can i learn more about licencing, and what should i be careful about?

  2. The site is going to be small. For starter i will need about 10gb disc space, with documents and image gallery it is going to expand later on (in a few years i guess to about 50gb). I thought a shared host will be enough for starter, or maybe a good managed vps (if vps, i need at least 128mb/256burst ram, 25 gb space, 1 core cpu, openvz is good, no panel needed if managed, EU location, maybe: NL, Germany, Italy, FR). Which host is stable enough for a corporate site? My budget is under 30$ a month for this. (as i said, system requirements gonna be minimal)

  3. Even if the host is stable enough, i know i have to back it up somewhere. I would like to have a living site as a backup. How can i configure dns to switch to the backup if the main site is dead? Is it possible with a shared hosting, or do i need a vps to use such a service?

  4. I need a good uptime monitor which would send an sms to me if the site is down. Which one do you prefer?
